由陈立群研究员主持的 ICRC 重点课题《大湾区跨境资本流动结构演变监测研究》(项目编号 ABIED-PRJ-2023-K02)于 8 月 10 日通过 ICRC 结题审定,审定结论为“优秀”。该课题自 2023 年 3 月立项,历时 29 个月,产出研究报告 ABIED-2024-02《大湾区跨境资本流动与产业重配观察》。
本次结题审定由 ICRC 主任许建衡主持,采用跨议题交叉评议机制:6 位非本议题组的资深研究员参与独立评议,以最大限度避免“自己评自己”的利益结构。相关意见经 ICRC 审议机制汇总后归档。
课题背景与核心问题
该课题是 ICRC 宏观议题组自 2021 年以来第三轮长周期监测研究,观察区间覆盖大湾区 2013–2023 年共 11 个完整自然年度。核心研究问题有三:一是大湾区内部资本流向的结构性变化是否已经显著偏离 2013 年前的长期趋势;二是这种偏离是否与同期的产业重配存在统计显著性意义上的耦合关系;三是若存在耦合,其领先—滞后结构如何。
主要发现
结题报告的三项主要发现如下:
- 资本流向的结构性偏离已经出现。2013–2016 年间,大湾区内部资本流动呈现以金融业为主导的单极模式;自 2017 年起,这一模式开始向多极演化,至 2022 年已呈现金融—地产—科技—消费四极并立的格局。
- 资本流向与产业重配存在中度耦合。在控制宏观变量后,资本流向变量与产业重配变量的相关系数为 0.58,具有统计显著性,但不构成强耦合。
- 资本流向领先产业重配约 4 至 8 个季度。领先—滞后检验表明,资本流向的结构变化通常领先产业重配 4 至 8 个季度出现。
审定意见
参与评议的研究员对课题给出的综合意见可概括为三点:方法稳健、数据披露充分、主要判断经得起交叉检验。评议意见特别肯定了课题在数据披露方面的克制:所有原始口径、样本区间、变量构造方法均在结题报告附录中完整披露,未使用任何“不便披露的内部数据”。
审定意见同时建议课题组在后续追踪研究中增加 2024–2026 年数据的同步观察,使该课题的观察周期延伸至 14 年,以便更严谨地检验本轮结构性偏离是否具有长期稳定性。
The ICRC key project Greater Bay Area Cross-Border Capital Flow Structure Monitoring, led by researcher Chen Liqun, passed ICRC completion approval on August 10 with an Excellent rating. The project was launched in March 2023 and produced ABIED-2024-02, Cross-Border Capital Flows and Industrial Reallocation in the Greater Bay Area.
The completion approval was chaired by ICRC Director Xu Jianheng and used a cross-issue review mechanism. Six senior researchers outside the original issue group provided independent review in order to avoid self-review. The review opinions were consolidated and filed through the ICRC deliberation workflow.
Background
The project is the third long-cycle monitoring study by the ICRC Macro Group since 2021. It covers eleven full calendar years from 2013 to 2023 and examines whether capital-flow structure in the Greater Bay Area departed from its long-term trend, whether that departure was coupled with industrial reallocation, and how lead-lag relationships appeared.
Main Findings
- Structural deviation in capital flows has emerged, shifting from a finance-led pattern toward a multi-pole structure.
- Capital flows and industrial reallocation show moderate coupling after controlling for macro variables.
- Capital-flow structure usually leads industrial reallocation by four to eight quarters.
Approval Notes
The participating reviewers summarized three conclusions: the method is stable, data disclosure is sufficient, and the main judgments can withstand cross-checking. The notes also recognized the project for its restrained data practice, with sample periods, variable construction, and source definitions disclosed in the appendix.
The approval notes recommended adding 2024-2026 data in later tracking research, extending the observation window to fourteen years for a more rigorous test of long-term stability.
