ABIED 的治理结构不复杂,但每一条线都明确写进了章程:会员大会是最高权力机构;理事会承担日常治理与战略方向;研究与咨询委员会(ICRC)独立负责学术事务;秘书处承担行政与对外事务。四条主线互不越位、互为制衡。
联盟的最高权力机构,由全体在册会员组成。每两年召开一次常会,审议理事会工作报告、财务报告、章程修订议案,并选举新一届理事会与监事会成员。重大事项须经全体会员过半数通过。
由会员大会选举产生,共 15 席,任期四年。理事会对联盟整体战略方向、预算分配、对外合作、品牌立场承担最终责任。现任理事长为联盟发起人之一周岚女士,副理事长两名。
由会员大会选举产生,共 5 席,独立于理事会运作。主要职责是监督理事会与秘书处的财务使用与治理合规,每年向会员大会提交独立监事报告。
联盟学术事务的独立机构,承担课题立项、评审、结题、研究员聘任、成果审定等全部学术职能。ICRC 内设五个议题小组与一个审议委员会,主任由全体在任研究员互选产生,任期两年。
每年由理事会从 ICRC 在任研究员中临时遴选组建,共 25 席,负责当届 BSEIA 的材料初审、现场评审与终审环节。评审组完成当届工作后即解散,下届重新组建,确保评审独立性。
联盟的日常行政中枢,下设会员事务、活动与会议、对外合作、财务、信息与出版五个部门。秘书处不介入任何学术判断,只负责让研究员和会员可以专心做研究。现任秘书长由创始会员之一谢承宇先生兼任。

联盟遵循"一会一章"的治理原则:整个机构只有联盟本身这一枚总章。所有对外签发的文件、证书、聘书、荣誉授予,最终落款主体均为联盟本身,任何内设委员会、议题组、议事机构均不作为对外签发主体出现——这是联盟对外公信力的底线,也是治理独立性的基础。
ABIED's governance structure is intentionally clear. The General Assembly is the highest authority; the Council is responsible for daily governance and strategic direction; ICRC independently manages academic affairs; and the Secretariat handles administration and external affairs. Each line has its own boundary and checks the others.
The highest authority, composed of registered members. It reviews work reports, financial reports, charter amendments, and elects the Council and Board of Supervisors.
