International Council for Research and Consulting
研究与咨询委员会（International Council for Research and Consulting，简称 ICRC）是 ABIED 的学术职务体系与课题研究中枢，成立于2020年4月。在 ABIED 的治理结构中，ICRC 独立于理事会运作：理事会决定联盟的方向与资源，ICRC 决定研究本身的内容与判断。两者互不越位。
ICRC 的核心使命只有一句：把联盟每年的研究资源，投向那些真正值得被耐心做下去的课题。我们不做短期报告，不追逐当下热点，不承接任何带有结论预设的合作委托。每一个进入 ICRC 立项流程的课题，都要先回答一个简单的问题——这个判断，五年后还能被人翻出来检验吗？
ICRC 的学术核心群体，每人至少有十年以上持续研究经历且在联盟长期建档。资深研究员享有议题组首席研究员的提名权、课题否决权，以及每年一次独立旗舰课题的立项配额。
ICRC 的主要研究力量，分配到五大议题小组，负责各议题的常态课题推进与年度出版物的合作撰写。研究员任期三年，可连任两次。
从不同背景邀请的特邀研究员，任期一年，负责特定课题的跨领域协作。特邀研究员不享有议题组决策权，但可参与课题讨论与成果署名。
每年四次。所有新课题在此集中评议立项，议题小组首席研究员主持，其他成员列席旁听。
每个课题在立项后第 6 个月进行中期评审，由非本议题组的研究员交叉评议，重点检查进度与方法偏离。
每个课题完成后由 ICRC 结题评审组完成结题审定，结题结论分为"优秀、合格、有保留、未通过"四档。
ICRC 每年一次向会员大会全体会员述职，公开陈述本年度研究重点、立项数量、结题质量、下一年度议题预告。
ICRC 不是一个"委员会"意义上的议事机构——我们更愿意把它理解为联盟的学术心脏。心脏不需要被时常看见，它的工作是让其他器官正常运转。ICRC 的目标也一样：在幕后把研究做扎实，让 BSEIA、年度展望、战略咨询这些对外出口看起来足够有分量。
The International Council for Research and Consulting (ICRC) is ABIED's academic appointment and research project center. Established in April 2020, it operates independently from the Council: the Council decides institutional direction and resources, while ICRC decides research content and judgment.
ICRC's mission is to direct ABIED's research resources each year toward questions worth pursuing patiently. It does not produce short-term reports, chase current topics, or accept work with predetermined conclusions. Every project must answer one question: can this judgment still be reviewed five years later?

The main research force assigned to five issue groups, responsible for regular projects and annual publications.
Invited across different backgrounds for specific cross-disciplinary projects, with one-year terms.
New projects are reviewed four times each year by issue-group chief researchers.
Each project is reviewed at the sixth month by researchers outside the original issue group.
Projects are rated Excellent, Qualified, Qualified with Reservations, or Not Passed.
ICRC reports annually to the General Assembly on research focus, project volume, completion quality, and next-year topics.
ICRC is less a visible committee than ABIED's academic heart. Its task is to make the research solid behind the scenes, giving weight to BSEIA, annual reviews, and advisory services.
