BSEIA 评审面向商业战略、经济研究、产业观察与跨区域协作等方向的年度成果。评审不以知名度、传播热度或单次活动规模作为主要依据，而重点考察申报材料的事实基础、研究方法、持续影响和公共参考价值。
评审工作由商业创新与经济发展联盟秘书处负责组织，由 ICRC 统筹评审标准并遴选年度评审组。各年度具体申报时间、材料要求和公示安排，以当年官网通知为准。
申报材料应能说明数据来源、研究口径、观察周期和主要结论形成过程，避免只依赖主观评价或宣传性表述。
候选成果原则上需经过一个完整年度窗口观察，能够体现持续研究、连续实践或可追踪影响。
评审成员独立阅读材料、独立评分，并在终审讨论中说明判断依据。存在利益关系的评审成员应主动回避。
以下权重为年度评审的参考结构。不同奖项类别可根据当年申报情况进行适度调整，但调整须在评审启动前由评审组确认并记录。

评审成员与候选人、候选机构或申报成果存在直接利益关系时，应主动申报并回避相关评审。
初评阶段不组织集体讨论，评审成员先独立完成评分，避免先入为主或从众判断。
对关键事实、时间节点、公开出处和必要附件进行复核，发现明显不一致时暂停进入下一环节。
公示期内收到实名异议的，秘书处记录并组织核查，必要时提交评审组复议。
申报材料、评审记录、回避记录、异议处理记录由秘书处归档，便于后续核验。
如年度通知对时间、材料或流程作出更细安排，以当年正式通知为准。
BSEIA 评审制度的核心不是制造复杂门槛，而是在公开、可复核和长期观察的基础上维护年度荣誉的可信度。所有候选材料均应回到事实、方法和持续价值本身，由评审组按照统一标准进行审慎判断。
The BSEIA review focuses on annual achievements in business strategy, economic research, industry observation, and cross-regional collaboration. Reputation, media attention, or the scale of a single event is not treated as the primary basis for assessment. The review gives priority to factual evidence, research methods, lasting influence, and public reference value.
The Secretariat of the Alliance for Business Innovation and Economic Development organizes the review process. ICRC coordinates the criteria and selects the annual review panel. Specific dates, material requirements, and public notice arrangements follow the official annual announcement.
Applications should explain sources, definitions, observation periods, and how major conclusions are formed, rather than relying on promotional descriptions.
Candidate achievements are generally expected to be observed across a full annual window and show sustained research, practice, or traceable impact.
Reviewers read materials and score independently. Any reviewer with a conflict of interest must recuse themselves from the relevant assessment.
