一份写得尽可能简单的评审规则Review rules written as simply as possible
BSEIA 的评审规则被有意写得尽可能简单。我们相信，一份规则越简单，参与者越容易建立信任；越复杂，越容易被"做题家"钻空子。以下是自2019年设立以来基本未变的八项规则。每一届评审组都必须在开始工作前集体复读一遍。
候选研究或实践的主要判断须至少经过一个完整年度窗口的观察，单次、短期、一次性项目原则上不在评审范围之内。青年学者奖可适当放宽至代表性单篇作品，但也需要附带至少三个月的追踪补充说明。
候选作品的量化部分必须完整披露数据来源、口径、样本区间。不能提供可复现证据的研究一律不进入下一轮评审，无论其结论多有吸引力。
评审组成员与候选人如有任何工作关系、资助关系、雇佣关系、家族关系，必须在第一时间主动回避。回避由评审组主席当场记录并存档。
所有申报材料在初审环节均经过匿名化处理：隐去作者姓名、机构、国籍、头衔，只保留作品本身。匿名编号由秘书处生成，评审组仅见编号。
每位评审独立打分，打分依据必须写出具体条目（观察严谨性、数据支撑、独立判断、长期可检验、表达清晰度五项），不接受"总体感觉"式给分。
任何类别若当届候选人得分均未达到 ICRC 预设的基准线，该类别主奖空缺，不补不降。已有六届评审中出现过三次类别空缺，分别是2020年产业洞察奖、2021年跨国协作奖、2023年战略创新奖。
同一作者或团队连续两届在同一类别获主奖后，须在该类别回避一届再次申报。评审组在遴选时也须主动回避"熟面孔"的感情分。
每届评审的终审讨论记录，在颁奖一年后由秘书处整理发布，公开可查。所有参与讨论的评审组成员姓名随之公开，让评审结果接受社群长期监督。
每年5月开放申报通道，8月31日24时正式关闭。秘书处对申报材料完备性进行审查。
秘书处对通过初筛的申报材料进行匿名化处理，生成评审编号，提交评审组。
评审组成员独立打分，每位评委完成全部候选作品的五项条目打分。
得分居于该类别前列的候选作品进入终审讨论，评审组集中面对面评审2天。
终审结果经秘书处备案后在联盟官网与通知公告页面公示14日。
每年10月在香港举办颁奖典礼，由联盟理事长致颁奖辞。
规则是给所有人的保护，不是给任何一个人的通道。我们希望每一位参与 BSEIA 的候选人、评审者、社群成员，都能从这份规则里看到一件事：这个奖从一开始就没有打算做成一个"给熟人发的奖"，也没有打算做成一个"看运营能力的奖"。这是一个愿意慢慢积累公信力的年度荣誉，我们愿意用很多年的时间把它立住。
BSEIA's review rules are intentionally simple. We believe simple rules build trust, while excessive complexity creates room for procedural games. Since 2019, the eight basic rules have remained largely unchanged and are reviewed before each panel begins its work.
The main judgment of a candidate work must be observed across at least one full annual window. One-off or short-term projects are generally outside the review scope.
Quantitative work must disclose sources, methodology, sample periods, and definitions. Work without reproducible evidence does not proceed.
Reviewers with work, funding, employment, family, or other conflicts with candidates must recuse themselves immediately.
Applications are anonymized at the preliminary stage. Names, institutions, nationality, and titles are hidden; reviewers see only the work and its review number.
Each reviewer scores independently using five criteria: observational rigor, data support, independent judgment, long-term testability, and clarity.
If no candidate reaches the baseline, the main award in that category remains vacant rather than being downgraded or filled by default.
Repeat winners in the same category must sit out one edition, and panels actively avoid emotional preference for familiar names.
Final review records are organized and released one year after the ceremony, allowing the results to be examined over time.
The application window opens every May and closes at 24:00 on August 31.
Eligible applications are anonymized and assigned review numbers.
Reviewers independently score each candidate work across the five criteria.
Top-scoring works enter a two-day final discussion in Hong Kong.
Final results are filed with the Secretariat and published for a 14-day public notice period.
The ceremony is held in Hong Kong every October.
These rules protect every participant. BSEIA was never designed as an award for acquaintances or for those best at promotion. It is an annual honor intended to earn credibility slowly over many years.
