经为期两个月的换届评估工作，研究与咨询委员会（ICRC）于9月15日正式完成2025年度换届。本次换届共有 152 位研究员通过连任评估，新增聘任 28 位研究员，换届后在任研究员规模稳定在 180 人，与2024年度保持一致。

本次换届是 ICRC 自2020年成立以来的第五次年度换届，也是规模稳定在 180 人之后的第三次例行换届。ICRC 主任许建衡在换届结果公示后表示："稳定在 180 人不是目标，而是一个结果——这个规模能让我们每年立项 6 项重点课题与 25 项左右一般课题，不过度扩张是对研究质量的尊重。"

换届评估的两条标准

本次换届延续 ICRC 自成立以来的两条核心评估标准：一是研究员过去一届任期内的课题参与质量，二是研究员个人研究成果的公开可检验度。两条标准由议题小组首席研究员与 ICRC 主任共同评估，评估结果分"优秀、合格、不合格"三档。

根据秘书处公布的数据：本次换届共 160 位在任研究员进入评估，其中 8 位因任期限制不再连任、12 位因评估不合格退任，152 位通过连任评估。退任的 12 位研究员中，有 9 位主动申请退任，原因多为个人时间无法保证课题投入。

新晋研究员的来源

本次换届新增聘任的 28 位研究员全部来自在任资深研究员的提名。按照 ICRC 的聘任规则，新研究员不接受自荐，必须由在任资深研究员书面提名，再经议题小组评议、ICRC 主任审定、理事会备案四步程序后方可正式聘任。

28 位新研究员的背景分布：战略议题组 6 人、宏观议题组 5 人、产业议题组 6 人、金融议题组 5 人、治理议题组 6 人。按地区分布：香港本地 9 人、新加坡 4 人、东京 3 人、首尔 3 人、台北 2 人、吉隆坡 2 人、其他亚太地区 5 人。

五大议题组首席维持稳定

本次换届未涉及议题小组首席研究员的调整。战略议题组首席周岚、宏观议题组首席许建衡、产业议题组首席施嘉宁、金融议题组首席黄俊良、治理议题组首席陈立群均确认连任，其中许建衡同时继续担任 ICRC 主任。

2026 年度研究方向预告

换届完成后，ICRC 在内部发布了 2026 年度研究方向预告：战略议题组将重点追踪"亚太第三代家族企业接班期"议题；宏观议题组将延续东亚跨境资本流动的长期追踪；产业议题组将启动"消费升级下一轮机会"的系统化研究；金融议题组将开展"物流地产与跨境贸易耦合"新一轮观察；治理议题组将研究"机构投资者长期持仓行为的稳定性"。

以上 2026 年度议题将在 12 月发布的《亚太商业环境年度观察（2025）》中以预告形式对外披露，正式立项会于 2026 年 1 月召开。

After a two-month renewal evaluation, the International Council for Research and Consulting (ICRC) completed its 2025 annual renewal on September 15. A total of 152 researchers passed renewal evaluation and 28 new researchers were appointed, keeping the active researcher community stable at 180.

This was ICRC's fifth annual renewal since its establishment in 2020 and its third routine renewal after stabilizing at 180 researchers. ICRC Director Xu Jianheng said that the number is not a target in itself, but a scale that allows the committee to initiate six key projects and around 25 general projects each year without overexpansion.

Two Evaluation Standards

The renewal continued two standards: the quality of project participation during the previous term and the public verifiability of each researcher's work. Results were classified as excellent, qualified, or unqualified.

New Appointments

All 28 newly appointed researchers were nominated by active senior researchers and then reviewed through issue-group evaluation, ICRC director approval, and Council filing. The new cohort covers the five issue groups and multiple Asia-Pacific locations.

2026 Research Outlook

After renewal, ICRC released its 2026 research outlook, including third-generation succession in Asia-Pacific family enterprises, East Asian cross-border capital flows, consumption upgrading, logistics real estate and trade coupling, and the stability of institutional investor behavior.
