各位 ABIED 会员：
经 ICRC 审议通过，《ABIED 研究简报》自 2023 年第三季度起首次面向全体会员开放非首席研究员的投稿通道。这是 ICRC 对简报编辑机制的一次重要开放。
投稿通道的基本规则如下：
- 投稿范围：仅限对在研课题的阶段性观察、关键数据变动、重要议题演变的中性汇报类内容。不接受独立研究、观点评论、短期预测、政策建议。
- 投稿资格：所有 ABIED 在册会员均可投稿。首席研究员与在任研究员的稿件另按内部流程处理，不占用本通道名额。
- 稿件篇幅：每篇稿件 1500–3500 字（含数据图表说明）。
- 评审机制：每期简报的会员投稿由 ICRC 议题小组集体评议，每季度不超过 3 篇录用，未录用的稿件不反馈具体评议意见。
- 稿酬与署名：简报作为联盟公益出版物，不支付稿酬；录用稿件的作者以"ABIED 会员供稿"形式署名，视作者意愿可附真实姓名。
投稿邮箱 contact@abied.org.cn，主题请注明"研究简报投稿 + 拟投稿季度"。首次开放征稿的截稿日为 2023 年 8 月 15 日，对应 2023 年第三季度简报。

Dear ABIED members,
Approved by ICRC, the ABIED Research Brief will open a submission channel to all members beginning in the third quarter of 2023. This is an important opening of the brief's editorial mechanism.
Submissions are limited to neutral reports on project-stage observations, key data changes, and important issue developments. Independent research, opinion commentary, short-term forecasts, and policy recommendations are not accepted.
All registered ABIED members may submit. Each issue may accept up to three member submissions after collective review by the ICRC issue groups. The brief is a public-interest publication and does not pay honoraria.
Please send submissions to contact@abied.org.cn with the subject line "Research Brief Submission + Intended Quarter". The first deadline is August 15, 2023.
